If you have the Spark ability, you could stand next to this guy and shock him all day. If not, then you'll have to rely on the old dodge-and-spit tactic.

Get Kine and enter the door. About midway you'll find a wall of bricks that leads up and out of the water. You can't break all of them with special powers.
